The letter content of the letter reveals an name change: it is stamped in the middle, which reads "Pacific Coast School for Workers - 311 State Bldg. Los Angeles."

During the 1930s, the University of California co-sponsored a workers education summer school. As this letterhead shows, the school was first known as the Western Summer School for Workers and later renamed the Pacific Coast School for Workers.
