Leading a Membership Meeting

Key to the success of HERE Local 11 in Los Angeles was the union’s systematic and persistent approach to developing rank-and-file participation. Workers recognized as leaders by fellow workers (known as stewards in union lingo) became advocates for the demands of ordinary members and participants in the union’s planning process. Leading meetings (pictured here), confronting supervisors about workplace problems, and mobilizing members for actions were common practice for the union’s rank-and-file leaders.
