Janitorial workers, some with their children, gather in a hall decorated with streamers and balloons. Rows of chairs are full with smiling workers. Some have signs on the ends indicating various delegations and shop committees.

National leaders of SEIU developed the concept for Justice for Janitors as a comprehensive campaign. In Los Angeles, the early years of the campaign included large conventions of union members that built excitement and commitment for the campaign.
