Following the passage of the Immigration Reform and Control Act, the L.A. County Federation of Labor supported a program of assistance to undocumented immigrants seeking legal permanent residency in the U.S. The Labor-Immigrant Assistance Project (LIAP) provided educational programs and legal referrals, and connected immigrant workers to unions through the California Immigrant Workers Association (CIWA).
